fc34338d77 stats: Add a stats shell command 
Adds the stats shell command to list all stats and enable the command in
the shell sample app.

f5d606ef72 Kconfig: cleanup subsystems 
Sort entries alphabetically and cleanup top level menu for each
subsystem. Move stats subsystem Kconfig from debug into its own Kconfig.
