Some functions were being re-declared if the file was included without
USERSPACE being defined. In this scenarion we have some functions
implemented as static inline besides their prototypes.
This is also a code guideline problem (Rule 8.8).

This migrates all the current iterable section usages to the external
API, dropping the "Z_" prefix:

This allows allocating dynamic kernel objects with memory alignment
requirements. The first candidate is for thread objects where,
on some architectures, it must be aligned for saving/restoring
registers.
