Increase deafult value of SHELL_ARGC_MAX configuration.
This allows users to utilize deeper nested shell menus without
risking maxing out the number of allowed arguments.

remove any cases of them getting enabled by *.conf files.

Adds a new spi_transcieve_cb API which enables asynchronous
SPI transactions with callback notification.
The exist spi_transcieve_async API remains and uses the new
spi_transcieve_cb API to provide a k_poll_signal notifier.
The driver API changes to provide a callback and userdata
parameter to async transcieve. All drivers in the tree
have been updated to the change.

At some point, package copy function was extended and renamed
to cbprintf_package_convert. However, flags used by this
function were not renamed and used contained COPY idiom.
Deprecating flags with COPY and replacing them with flags
with CONVERT idiom to match function which is utilizing them.

There are some platforms like the lpcxpresso54114 that utilize gpio@0
so rename gpio@0 to gpio@ffff as this is a highly unlikely to conflict
with any real device.

Re. peripheral phy update procedure: UNKNOWN_RSP from central was not
handled, leading to stall of procedure and subsequent procedure timeout

Change default flash driver testcase to depend on FLASH_HAS_DRIVER_ENABLED,
and the presence of a storage partition in the output DTS, so that the test
will run on all platforms that report flash support.

Some SOCs, such as NXP's LPC family, expect a minimum write size of 512
bytes. Increase the EXPECTED_SIZE definition for flash driver test to
512 so that test can pass on these platforms.

Test and validate the behavior of a timer driver.
Takes a number of absolute timer cycle samples of a periodic timer then
calculates statistical mean, variance, stddev along with total drift over
the entire test time. Ensures standard deviation and drift are within
a given configurable bound.

This implements support for relocating code to chosen memory regions via
the `zephyr_code_relocate` CMake function for RISC-V SoCs. ARM-specific
assumptions that were made by gen_relocate_app.py need to be corrected,
in particular not assuming any particular name for the default RAM
section (which is 'SRAM' for most ARM pltaforms) and not assuming 32-bit
pointers (so the test works on RV64).
