When not using dynamic interrupt mapping, various interrupt tables are
configured to be stored in read-only memory in the linker script.. Mark
them const so that the linker doesn't complain.
This affects _sw_isr_table, _irq_vector_table, and z_shared_sw_isr_table in
arch/common along with _VectorTable in arch/arc.

The RISC-V port of llext requires additional parameters for
handling non-adjacent HI20/LO12 relocations in arch_elf_relocate():
the current extension (struct llext), the current extension loader
(struct llext_loader), the current section header (elf_shdr_t) and
the current symbol (elf_sym_t).
This changes the signature of arch_elf_relocate accordingly.

Mostly a revert of commit b1def7145f ("arch: deprecate `_current`").
This commit was part of PR #80716 whose initial purpose was about providing
an architecture specific optimization for _current. The actual deprecation
was sneaked in later on without proper discussion.
The Zephyr core always used _current before and that was fine. It is quite
prevalent as well and the alternative is proving rather verbose.
Furthermore, as a concept, the "current thread" is not something that is
necessarily architecture specific. Therefore the primary abstraction
should not carry the arch_ prefix.
Hence this revert.

`_current` is now functionally equals to `arch_curr_thread()`, remove
its usage in-tree and deprecate it instead of removing it outright,
as it has been with us since forever.

The commit introduced regression for hsdk4xd platform.
The hsdk4xd SoC setup from soc_early_asm_init_percpu need to be done
in early code before any C code execution.
The current approach has multiple issues
- we call function (which can be easily implemented in C for
this or other SoC) from the place where we haven't setup stack
pointer (so we can't use stack) - which is very error-prone
- we never return back from soc_reset_hook on hsdk4xd platform
So let's just revert it for now. If any other ARC SoC need to use
soc_reset_hook - than it can be implemented properly.
This reverts commit 8c32a82e47.

Adds support for cooperative locking/unlocking the VPX vector registers.
Provided that all VPX enabled threads use these routines to control
access to the VPX vector registers, it will allow multiple threads to
safely use them without the need for saving/restoring them upon each
context switch.

architectures.

and should be called consistently during initialization.
Place it between PRE_KERNEL_1 and PRE_KERNEL_2 as some drivers
initialized in PRE_KERNEL_2 might depend on SMP being setup.

Platforms that support IPIs allow them to be broadcast via the
new arch_sched_broadcast_ipi() routine (replacing arch_sched_ipi()).
Those that also allow IPIs to be directed to specific CPUs may
use arch_sched_directed_ipi() to do so.
As the kernel has the capability to track which CPUs may need an IPI
(see CONFIG_IPI_OPTIMIZE), this commit updates the signalling of
tracked IPIs to use the directed version if supported; otherwise
they continue to use the broadcast version.
Platforms that allow directed IPIs may see a significant reduction
in the number of IPI related ISRs when CONFIG_IPI_OPTIMIZE is
enabled and the number of CPUs increases. These platforms can be
identified by the Kconfig option CONFIG_ARCH_HAS_DIRECTED_IPIS.

Found via static analysis. In fault path when checking for stack
overflows, if CONFIG_MULTITHREADING is not set, `guard_end` is left
uninitialized and is subsequently used in a comparison.
The solution is to simply return `false` in this configuration as stack
guards are not configured in the first place.

This PR fixes https://github.com/zephyrproject-rtos/zephyr/issues/64268
MWDT supposes .device_states section as BSS because .device_states
variables defined as uninitialized. This causes the section marked
as NOLOAD section and OpenOCD does not take it in account while
flashing it into board memory.
Finally .device_states variables becomes initialized with garbage
from RAM.
In this PR it's suggested to clean .device_states in early init stage.
