0df6736bb9 drivers: serial: define default values for basic options 
Defined default values for baudrate, parity, stop bits, and data bits.
This removes complexity and obfuscation from the code.

Enable driver for intel lw uart.

- refactor spinlock to inside of loop
- use menuconfig for kconfig
