Vinayak Kariappa Chettimada 3f37210cd6 Bluetooth: Controller: Fix parsing empty ADV_EXT_IND and ADV_SYNC_IND 
Fix implementation to check for empty ADV_EXT_IND and
ADV_SYNC_IND PDUs, and not parse them incorrectly.
