Kumar Gala c778eb2a56 smp: Move arrays to use CONFIG_MP_MAX_NUM_CPUS 
Move to use CONFIG_MP_MAX_NUM_CPUS for array size declarations instead
of CONFIG_MP_NUM_CPUS.
