Sylvio Alves e47eeec810 toolchain: esp32: define target toolchain 
In order to retrieve TOOLCHAIN_NAME from Kconfig,
generic.cmake points to any toolchain as a
boilerplate implementation. Now, target.cmake file handles
proper toolchain selection.
