Ioannis Glaropoulos f754ee4aa8 bluetooth: controller: conditionally define macros for LE Coded PHY 
Make the definitions of LE Coded PHY-specific macros
and inline functions conditional, i.e. only if we
actually build the controller with support for LE
Coded PHY.
