Kumar Gala f7522cb71e tests: kernel: spinlock: Convert CONFIG_MP_NUM_CPUS handling 
Move build and build system checks to use CONFIG_MP_MAX_NUM_CPUS
as we phase out CONFIG_MP_NUM_CPUS.
