Stephanos Ioannidis 4a64bfe351 treewide: Use CONFIG_CPP instead of CONFIG_CPLUSPLUS 
This commit updates all in-tree code to use `CONFIG_CPP` instead of
`CONFIG_CPLUSPLUS`, which is now deprecated.
