Rajavardhan Gundi a23161e7fe gen_isr_tables: Fix _sw_isr_table generation for multi-level IRQs 
The commit 77cb942a97 broke the generation of sw_isr_table for
multi-level IRQs. This patch fixes it.

Fixes #13082.
