Pavel Vasilyev 6bbc1c8e62 tests: Bluetooth: Mesh: Test secure network beacons processing 
Add tests checking that:
- invalid beacons are dropped and do not affect beacon interval;
- valid beacons with old Net Keys are either processed or dropped
depending on the Key Refresh phase;
