Add low level drivers (driverlib) and RF patches from the TI CC13x2 and CC26x2 SDK. These sources have been added unmodified with the exception of converting DOS to UNIX line endings. The majority of these APIs are available in ROM and inclusion of the headers will map functions that are not inline to the ROM versions.
