Henrik Brix Andersen 57c015d017 tests: lib: devicetree: api: add tests for minimum CAN phy bitrate 
Add tests for DT_CAN_TRANSCEIVER_MIN_BITRATE() and
DT_INST_CAN_TRANSCEIVER_MIN_BITRATE().
