Vinayak Kariappa Chettimada de13d36865 Bluetooth: Controller: Refactor isr_ecb and unit testing
Refactor the NRF_ECB isr_ecb function to reduce redundant
common code.

Updated the unit tests to use Bluetooth Specification
defined test vectors.
