Artur Lipowski 3b269bb033 lib: cmsis_rtos_v2: Fix timing and logic for osEventFlagsWait. 
Consistently use ticks for timing purposes.
Fix retry logic.
Check flags when osFlagsWaitAll is not set.

Fixes #31103
