Alberto Escolar Piedras ba4a01e8ff drivers: timer: native_posix: Support SYSTEM_CLOCK_DISABLE 
Add support for CONFIG_SYSTEM_CLOCK_DISABLE so applications
may be compiled with CONFIG_REBOOT.
