Ryan Erickson bec12a098d modem: hl7800: fix low power mode 
PSM hibernate mode would draw excessive current
because the UART would be enabled if CTS went low.
In hibernate mode, do not use CTS to power on the UART.

Fix reading of input pin states for low power by reading
the raw value.
