Christopher Friedt d0f497c821 tests: posix: use new ztest api 
* Convert test suite declaration to `ZTEST_SUITE()`
  and test case declaration to `ZTEST()`.
* add `CONFIG_ZTEST_NEW_API=y` to prj.conf

Fixes #46793
