Chuck Jordan 8e5c813a24 irq: _ARC_V2_DEF_IRQ_LEVEL should be set to last legal priority ... Set _ARC_V2_DEF_IRQ_LEVEL to the last legal priority value, and not 15. The last legal value is: (CONFIG_NUM_IRQ_PRIO_LEVELS-1). This is safer because we don't want priorites not configured to be enabled.
