Benjamin Walsh 36ece00163 arc/soc: remove unused CONFIG_TIMER0_CLOCK_FREQ 
Defined in all SoCs, but never referenced anywhere. That definition has
been replaced by CONFIG_SYS_CLOCK_HW_CYCLES_PER_SEC.
