Allan Stephens 7c4b9ce1f7 kernel: Eliminate the need for command packet sets Revises microkernel semaphore sub-system to allow ISRs and fibers to give a semaphore without having to define a command packet set. The microkernel server now supports a 3rd command type on its command stack, allowing a semaphore to be given in a similar manner to the one used for the existing "give event" command type. Title: Semaphore APIs

Description:

This test verifies that the microkernel semaphore APIs operate as expected.

Building and Running Project:

This microkernel project outputs to the console.  It can be built and executed
on QEMU as follows:

    make qemu

Troubleshooting:

Problems caused by out-dated project information can be addressed by
issuing one of the following commands then rebuilding the project:

    make clean          # discard results of previous builds
                        # but keep existing configuration info
or
    make pristine       # discard results of previous builds
                        # and restore pre-defined configuration info
