Tomasz Bursztyka aac9e2c5e3 device: Revise how initialization status is being handled 
In order to make all device instances constant, driver_api pointer is
not set to NULL anymore if initialization failed.

Instead, have a bitfield dedicated to it.

Fixes #27399
