Luiz Augusto von Dentz 94409a14ae Bluetooth: ipsp: Disable debug options 
This disable debug options in order for the image to fit in boards
such as arduino_101 and quark_se_c1000_devboard.

For convenience this adds another configuration file with as it was
available previously which can be build using:

make CONF_FILE=prj_dbg.conf
