Add implementation to reduce CIG's CIS retransmissions so as
to meet the Host requested Maximum Transport Latency.

Zephyr test application which uses the simulated boards test hooks.
Can be compiled targeting the *_bsim boards.

This application will, based on the command line arguments, select one of
testcases which are compiled with it.
