Add a intel_adsp west runner instead of using misc-flasher for
intel_adsp boards. Now running the test on intel_adsp_cavs by:
west build -b intel_adsp cavs25 ...
west flash --remote-host [remote hostname or ip addr] \
--rimage-tool [path to rimage tool] \
--config-dir [path to dir of .toml config file] \
--key [path to signing key]
The intel_adsp west depends on the cavstool_server.py running
on the remote host machine.
