Allan Stephens 674b8329dd Increase consolidation of workload monitoring code ... Remove workload monitoring logic from system clock tick file and relocate it so it resides with other workload monitoring code. Note: There is still some workload monitoring logic in the microkernel server that needs to be consolidated.
