Yong Cong Sin d4c2d4140b tests: posix: common: turn the fdtable init test into a testsuite ... As there isn't any ZTEST under the `posix_apis` testsuite, its the testsuite is skipped and its setup function never ran, let's convert the fdtable initialization setup function into a test of `posix_apis`.
