Dominik Ermel 1ec7116042 mcumgr/img_mgmt: Fix CONFIG_MCUBOOT_BOOTLOADER_NO_DOWNGRADE 
Usage of the Kconfig, in code, has been missing CONFIG_,
so selected or not it did nothing.
