Anas Nashif 3d906dc4c1 net: coap: Move both CoAP implementations into one Kconfig 
Two separate folders and Kconfig options causing confusion on
CoAP and CoAP_SOCK implementations. This patch simplifies it.
Current CoAP Kconfig option moved to COAP_NET_PKT.
