Andrew Boie bb0c6dbf62 libc: newlib: remove impossible ifdef 
This whole code block is ifdef'ed around
CONFIG_NEWLIB_LIBC_ALIGNED_HEAP_SIZE being NOT defined,
remove as this can never be true.
