Peter Mitsis 3d2afc63c0 nanokernel: Add generic timer routines 
Adds the following timer routines:
	nano_isr_timer_start()
	nano_isr_timer_stop()
	nano_isr_timer_test()
	nano_timer_start()
	nano_timer_stop()
	nano_timer_test()
	nano_timer_wait()
