Gerard Marull-Paretas e6d9ff2948 ci: doc-build: fix PDF build ... New LaTeX Docker image (Debian based) uses Python 3.11. On Debian systems, this version does not allow to install packages to the system environment using pip. Use a virtual environment instead.
