Add a common function, start_broadcast_adv, to start
broadcast advertisement in the LE Audio BSIM tests.

Zephyr test application which uses the simulated boards test hooks.
Can be compiled targeting the *_bsim boards.

This application will, based on the command line arguments, select one of
testcases which are compiled with it.
