Michal Smola f99e0c6d7b soc: nxp mcxc: add has segger rtt in Kconfig 
HAS_SEGGER_RTT Kconfix symbol is missing in NXP MCXC series Kconfig.
Add the symbol to fix and enable Segger RTT samples.
