CONFIG_NET_L2_PPP_MAX_TERMINATE_REQ_RETRANSMITS was not having any impact and CONFIG_NET_L2_PPP_MAX_CONFIGURE_REQ_RETRANSMITS was used incorrectly instead for terminate().
