Seppo Takalo e86bdf952d net: lwm2m: Always emit DISCONNECTED event 
When LwM2M engine is requested to stop,
emit the disconnected event unconditionally.
There is really no reason to skip the event
on network error, or if we have never been registered.

Fixes #76422
