Optimize filters and remove build_on_all, this option is already used in the synchronization sample which has more coverage on small platforms. Since we only build, it does provide basic sanitcheck for the kernel as well. This reduces testplan on PRs and push events by almost 1000 entries that would only be built or filtered at runtime.
