Anas Nashif ac47070d10 tests: qmsi: remove soc watch sample 
Remove this feature specific to QMSI and available through samples only
to allow for migration to tracing hooks.

The sources in this directory are imported from QMSI project
at https://github.com/quark-mcu/qmsi.

Intel® Quark™ Microcontroller Software Interface (QMSI) is a
Hardware Abstraction Layer (HAL) for Intel® Quark™
Microcontroller products. It currently supports the following SoCs:

- Intel® Quark™ D2000 Microcontroller
- Intel® Quark™ SE Microcontroller

The current version supported in Zephyr is QMSI 1.4.
