Fin Maaß 514258aa23 riscv: select ATOMIC_OPERATIONS based on RISCV_ISA_EXT_A 
use RISCV_ISA_EXT_A to select ATOMIC_OPERATIONS_BUILTIN or
ATOMIC_OPERATIONS_C.
