Ravinder Singh 394c97a819 Bluetooth: LE: CONN: Added bt_conn_le_set_default_phy function. Added bt_le_set_default_phy in hci. This handles the HCI_LE_Set_Default_PHY HCI command. Similar to the :zephyr:code-sample:`ble_peripheral` sample, except that this
application uses GATT Write Without Response.


Requirements

* BlueZ running on the host, or
* A board with Bluetooth LE support

in the Zephyr tree.
