ad1450510a drivers: serial: Refactor drivers to use shared init priority Kconfig
Refactors all of the serial drivers to use a shared driver class
initialization priority configuration, CONFIG_SERIAL_INIT_PRIORITY, to
allow configuring serial drivers separately from other devices. This is
similar to other driver classes like I2C and SPI.

The default is set to CONFIG_KERNEL_INIT_PRIORITY_DEVICE to preserve the
existing default initialization priority for most drivers. The one
exception is uart_lpc11u6x.c which previously used
CONFIG_KERNEL_INIT_PRIORITY_OBJECTS.

This change was motivated by an issue on the frdm_k64f board where the
serial driver was incorrectly initialized before the clock control
driver.

84e74b6a88 drivers: uart: Remove extra warn print from native_posix
Sometimes native_posix UART driver starts to flood the output
by printing hundreds of lines like this

    np_uart_poll_out: a character could not be output

Remove the warning as it makes the output very hard to read
without giving much useful information.

Option to pause writing to the pseudo terminal until it is ready to
receive data. Useful for pseudo terminal synchronization with other
host processes.

e18fcbba5a device: Const-ify all device driver instance pointers
Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

A coccinelle rule is used for this:

d1b2718687 cleanup: include/: move uart.h to drivers/uart.h
move uart.h to drivers/uart.h and
create a shim for backward-compatibility.

No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

f521996d71 uart: native_posix: Add support for another serial port
The second serial port (UART_1) can be used for connecting to
host serial port. This is used for example by PPP (Point-to-Point
Protocol) implementation in which case the pppd running in Linux host
connects to a pty that is linked to UART_1 in Zephyr.

448755e622 uart: native_posix: Check fcntl() return value
fcntl() may (very unlikely) fail when setting the new pseudoterminal
to non-blocking.
Let's check for this condition, handle it, and in the process
silence a coverity issue.

98d03266f1 serial: Change poll_out signature
poll_out function was returning the character that was sent. It
happens that it is always constant and the return of this functions is
never tested. Changing it to be a void function.
