Current API allowed to get notified when the maximum system latency
changes, however, a single callback was allowed. The design was intended
for SoC specific actions when latency changes. However, in some cases
drivers may also want to know the current maximum latency to perform
local actions if other parts of the system modify it.
This patch updates the API with a pair of subscribe/unsubscribe calls to
achieve such goal. Tests have been updated to show how the API can be
used.

The test has been accessing flash area parameters by flash
area label, but flash controller by chosen 'zephyr,flash-controller',
instead of picking device that the area is really on.

./raw directories for each testsuite were remains after having
base64 encoding test variant beside which raw variant was existing.
This patch flatten the directories structures.

CONFIG_MAIN_STACK_SIZE was increased for qemu_leon3, but after
15fdee04e3 logging: log_output: Add function for processing input arguments
this test started to fail on other platforms as well. Moving the stack
size override on the test wide prj.conf seems to make it work correctly
again.

Move from using Kconfig TRACING_BACKEND_UART_NAME to a devicetree
chosen property ("zephyr,tracing-uart"). This is similar to a number
of other functions like "zephyr,shell-uart" or "zephyr,bt-uart".

Any project with Kconfig option CONFIG_LEGACY_INCLUDE_PATH set to n
couldn't be built because some files were missing zephyr/ prefix in
includes

Move to use DEVICE_DT_GET instead of device_get_binding as
we work on phasing out use of DTS 'label' property.

This test keeps breaking whenever something in kernel or
architecture code changes. If we are to track footprint and stack, it
should be done in some other way.
The value of the test deminished if we have to change the boundaries
every second day.

Move OpenThread's glue code along with the Kconfig files that configure
OpenThread stack itself into module directory.
Update the maintainers file to reflect this change.

Add mock backend to support validating the output logs when
switching the log format at runtime. This removes the need to use
harness console when ztest framework is in use.

This commit adds the `qemu_cortex_a53`, which is an MMU-based platform,
as an integration platform for the C++ subsystem tests.
This ensures that the `test_global_static_ctor_dynmem` test, which
verifies that the dynamic memory allocation service is functional
during the global static object constructor invocation, is tested on
an MMU-based platform, which may have a different libc heap
initialisation path.
In addition to the above, this increases the overall test coverage
ensuring that the C++ subsystem is functional on an MMU-based platform
in general.

being run with the minimal libc, to be run with all the mainstream C
libraries (minimal libc, newlib, newlib-nano, picolibc).

This test was merged before having re-run CI, and some logging API
changes had happened since CI was last run.
Adapt to those to fix the build.

Add option to Kconfig to enable log_output module. It is used
by most of the backends but it is an optional formatter helper
thus it is possible to run logging without it. One example might
be dictionary based logging which does not format log message
to a readable string.
