There are platforms that have multiple states that maps to a specific
Zephyr power state. To accommodate this sort of situation this commit
adds an additional property to a power state that can be used by the
platform.
The power state now consists of two properties, a category and a
substate-id. The former property is the current power state.

Add a serie of helpers to extract power management states from device
tree. DT_PM_STATE_ITEMS_LIST generates a list of a pm_state and
DT_PM_STATE_INFO_ITEMS_LIST a list of pm_state_info.

- Remove SYS_ prefix
- shorten POWER_MANAGEMENT to just PM
- DEVICE_POWER_MANAGEMENT -> PM_DEVICE
and use PM_ as the prefix for all PM related Kconfigs

Add system power management direct force trigger mode. In this
mode application thread can directly put system in sleep or deep
sleep mode instead of waiting for idle thread to do it, so that
it can reduce latency to enter low power mode.

Change sys_pm_force_power_state only works for the current ongoing
suspend operation, before the end of syspend state forced_pm_state
will be cleared.

create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
