0af89fc4ec net: Remove legacy TCP stack 
Remove legacy TCP stack as it is replaced by the new TCP2 stack.
The TCP2 stack has been the default stack since 2.4 release.

Make sure that received and out-of-order TCP segments are queued
until we receive proper segments.
