Remove legacy TCP stack as it is replaced by the new TCP2 stack.
The TCP2 stack has been the default stack since 2.4 release.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.
A coccinelle rule is used for this:

Since the peer isn't replying on SYN resend, update the
test to check for failed connect.

Since the connect is now blocking, update the timeout values
for the tests to pass.
In case of resend test, set the timeout to 1000ms to account
for the retransmission.

This makes a difference when building with CMake and forgetting

In this particular case, REQUIRED turns this harmless looking log

For success cases, the net_pkt is handled by the IP stack
so no need to free the net_pkt. The double free is not causing
any issues as the net_pkt code will just ignore the request but
we should avoid doing it because of error prints that are printed.

add line number of the failing test to assert print.
