If user sets CONFIG_NUM_PREEMPT_PRIORITIES=0, then the priority
of the net_mgmt thread will be -1 which is the same as idle thread.
This will trigger assert in kernel as then the minimum coop priority
is -2 in this case. Remove the net_mgmt thread priority setting from
Kconfig file as it is low value and set the coop thread priority
the same way as other network threads are doing it.

Use DT_INST_SPI_DEV_HAS_CS_GPIOS() in drivers to determine if we should
utilize CS_GPIO base SPI chipselect handling. This allows us to remove
Kconfig option for this feature.

So far, nRF 802.15.4 radio driver build was dependent on the 802.15.4
subsystem in Zephyr. While this was a reasonable approach for samples,
it prevented the radio driver from being built as a standalone entity,
which could be useful in some applications (e. g. running core nRF
802.15.4 radio driver tests with Zephyr).
Resolve this, by providing a separate set of Kconfigs for the radio
driver, therefore allowing to build it as a separate entity. The 802154
subsystem simply enables the radio driver module in this case.

NET_INIT_PRIO (defined in subsys/net/ip/Kconfig) is currently hardcoded
to 90 (it's not set via any Kconfig.defconfig files either). Maybe it
could be given a prompt or be removed, but just remove the assignment
for now.

Also remove the assignments to the other NET_GPTP_CLOCK_ACCURACY_*
symbols. They are all in the same choice (in
subsys/net/l2/ethernet/gptp/Kconfig), meaning only one of them can be
enabled, and the choice already defaults to
NET_GPTP_CLOCK_ACCURACY_UNKNOWN, which is the symbol assigned last.
The symbol assigned last becomes the choice selection when multiple
symbols in a choice are assigned to. The other choice symbols still
become n. Dependencies override assignments.

There were various flaws in it that motivated its removal:
- No hash collision handling mechanism. In case that would happen, the
behavior of the network connection would be unknown. This is the main
drawback
- The lookup is not that much more efficient than the default one. The
only difference of gain is in connection comparison (a u32t comparison
vs a full connection compare). But the list handling is the same. It's
made worse by the presence of a negatives match array which can be
easily filled in and becomes then fully usless, appart from consuming
CPU. As well as adding a new connection: it requires the whole cache
to be cleared which is unefficient.
- Not memory efficient, even compared to a proper hash table.
Two arrays instead of one etc...
All of this could be fixed by using a proper hash table, though it
remains to be seen if such object could fit in Zephyr core.

Add more Kconfig options to prj.conf file. In the future we need
to compile also in other hw than qemu_x86 in which case we need to
create separate test cases for those configurations.

This finishes refactor of splitting off net_config library name from
net_app library, started in c60df1311, c89a06dbc. This commit makes
sure that Kconfig options are prefixed with CONFIG_NET_CONFIG_
instead of CONFIG_NET_APP_, and propagates these changes thru the
app configs in the tree.
Also, minor dependency, etc. tweaks are made.

DNS_RESOLVER_MAX_SERVERS has the range [1,NET_MAX_CONTEXTS], with
NET_MAX_CONTEXTS being set to 4, but is set to 5. Out-of-range .config
values are ignored, so the symbol reverts to its default value (1).
Increase NET_MAX_CONTEXTS to 5. DNS_SERVER{1-5} being set probably
implies that DNS_RESOLVER_MAX_SERVERS shouldn't be decreased to 4.
This fixes two Kconfig warnings (out-of-range + didn't get assigned
value).

CONFIG_NET_TCP_{TIME_WAIT,2MSL_TIME} were replaced by
CONFIG_NET_TCP_TIME_WAIT_DELAY in commit 89f57c225a ("net:tcp: Define
single condig option for TIME_WAIT delay"), which also switched from
seconds to milliseconds for specifying the delay.
Remove the old assignments and set the new symbol to give the same
behavior as before.

CONFIG_NET_RPL_MC_ETX was misspelled as "..._EXT".
CONFIG_NET_RPL_MC_{NONE,EXT,ENERGY} are choice symbols. Setting a choice
symbol to 'y' implies that none of the other choice symbols are
selected, so remove the 'n' assignments and keep just the
CONFIG_NET_RPL_MC_ENERGY=y assignment.

This should clear up some of the confusion with random number
generators and drivers that obtain entropy from the hardware. Also,
many hardware number generators have limited bandwidth, so it's natural
for their output to be only used for seeding a random number generator.

The API name space for Bluetooth is bt_* and BT_* so it makes sense to
align the Kconfig name space with this. The additional benefit is that
this also makes the names shorter. It is also in line with what Linux
uses for Bluetooth Kconfig entries.
Some Bluetooth-related Networking Kconfig defines are renamed as well
in order to be consistent, such as NET_L2_BLUETOOTH.

In many networking tests we had to configure SLIP in the prj.conf
leaving those configurations Qemu specific. This change enables SLIP for
QEMU targets automatically and allows reuse of prj.conf for multiple
boards.
Additionally, the TUN options is removed. This option was not used
anywhere.
To enable self-contained networking tests that do not depend on SLIP, we
introduce the new option NET_TEST which disables TAP and allows testing
in QEMU without the need for a host interface.

This tests enables all networking features and requires lots of RAM, so
increase the available RAM to avoid failures due to not enough RAM when
building.

This creates a test case that enables all the currently known
network related Kconfig options. This is useful so that we can
compile test various Kconfig options. Note that the result binary
is not meant to be run anywhere and it will probably not run as
some of the enabled options do not make sense in real life.
