There shall be no special case for inverted PWM pulse when checking
if the captured value is correct.
The output signal inversion is done in HW (at least for stm32h7xx)
SoC. The measured value of the pulse shall be the same - no matter
if we invert the signal or not (as measuring also takes into account
the inversion of the output/input signal).

Without this change the information about PWM polarity is lost when
flags are passed, as the out.flags is set according to PWM description
in the DTS.
For example in: pwms = <&pwm2 2 0 PWM_POLARITY_NORMAL> the out.flags
is always set to PWM_POLARITY_NORMAL.
However, some tests - like 'test_pulse_capture_inverted' require testing
if PWM driver is able to invert the generated signal.
After this change, the generated waveform (from the TIMx pin) is
inverted.

This commit allows testing the PWM (timers) on the
nucleo_h743zi development board.
The HW setup for testing:
Timer2 (channel 2) as PWM signal generator -> CN11 connector
(PIN 30)
Timer5 (channel1) in Capture mode to measure the pulse
duration -> CN11 connector (PIN28)
Such setup allows easy HW loopback connection (just short cut two
consecutive pins/soldering vias on the devel board's PCB).

Add overlay file for disco_l475_iot1 board to pwm_loopback test.
The file is based on the existing overlays for twr_ke18f and frdm_k64f.
The new configuration uses both a 16-Bit timer with active prescaler
as well as a 32-Bit timer with deactivated prescaler for coverage.
It is assumed that other STM32 boards will behave like the
disco_l475_iot1. Only this board was available for testing.

Prescaler was misplaced in pwm binding, instead of timers binding.
For example, TIM6/TIM7 doesn't have PWM capability,
but have a prescaler.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

The mcux pwm drivers use period cycles as a divisor to calculate the pwm
frequency in hertz. This operation can underflow easily with large
values of period cycles relative to the pwm clock source, causing the
driver to return an error code and the pwm_api test to fail.

Several reviewers agreed that DT_HAS_NODE_STATUS_OKAY(...) was an
undesirable API for the following reasons:
- it's inconsistent with the rest of the DT_NODE_HAS_FOO names
- DT_NODE_HAS_FOO_BAR_BAZ(node) was agreed upon as a shorthand
for macros which are equivalent to
DT_NODE_HAS_FOO(node) && DT_NODE_HAS_BAR(node) &&
- DT_NODE_HAS_BAZ(node), and DT_HAS_NODE_STATUS_OKAY is an odd duck
- DT_NODE_HAS_STATUS(..., okay) was viewed as more readable anyway
- it is seen as a somewhat aesthetically challenged name
Replace all users with DT_NODE_HAS_STATUS(..., okay), which is
semantically equivalent.
This is mostly done with sed, but a few remaining cases were done by
hand, along with whitespace, docs, and comment changes. These special
cases include the Nordic SOC static assert files.

Using find_package to locate Zephyr.
Old behavior was to use $ENV{ZEPHYR_BASE} for inclusion of boiler plate
code.
Whenever an automatic run of CMake happend by the build system / IDE
then it was required that ZEPHYR_BASE was defined.
Using ZEPHYR_BASE only to locate the Zephyr package allows CMake to
cache the base variable and thus allowing subsequent invocation even
if ZEPHYR_BASE is not set in the environment.
It also removes the risk of strange build results if a user switchs
between different Zephyr based project folders and forgetting to reset
ZEPHYR_BASE before running ninja / make.

Add support for requesting an inverted PWM pulse (active-low) when
setting up the period and pulse width of a PWM pin. This is useful
when driving external, active-low circuitry (e.g. an LED) with a PWM
signal.
All in-tree PWM drivers is updated to match the new API signature, but
no driver support for inverted PWM signals is added yet.
All in-tree PWM consumers are updated to pass a flags value of 0
(0 meaning default, which is normal PWM polarity).

When using an IDE (e.g. Eclipse, Qt Creator), the project name gets
displayed. This greatly simplifies the navigation between projects when
having many of them open at the same time. Naming every project "NONE"
defeats this functionality.
This patch tries to use sensible project names while not duplicating
too much of what is already represented in the path. This is done by
using the name of the directory the relevant CMakeLists.txt file is
stored in. To ensure unique project names in the samples (and again, in
the tests folder) folder, small manual adjustments have been done.

Prepend the text 'cmake_minimum_required(VERSION 3.8.2)' into the
application and test build scripts.
Modern versions of CMake will spam users with a deprecation warning
when the toplevel CMakeLists.txt does not specify a CMake
version. This is documented in bug #8355.
To resolve this we include a cmake_minimum_required() line into the
toplevel build scripts. Additionally, cmake_minimum_required is
invoked from within boilerplate.cmake. The highest version will be
enforced.
This patch allows us to afterwards change CMake policy CMP000 from OLD
to NEW which in turn finally rids us of the verbose warning.
The extra boilerplate is considered more acceptable than the verbosity
of the CMP0000 policy.
