The ticker `ticks_drift` is propagated via the ticker
elapsed callback, in order to provide necessary information
to correctly calculate total elapsed durations by states and
roles that use ticker extensions to mitigate scheduling
collisions by drifting within a permitted window.

Fixes ticker_by_next_slot_get for JIT scheduler by allowing iterating
through ticker nodes without ticks_slot information, and improves
performance for legacy ticker scheduling use.
To reduce the processing and context switching overhead, a new feature
is introduced via BT_TICKER_NEXT_SLOT_GET_MATCH, by which an operation
callback may be added via the ticker_next_slot_get_ext interface, and
the match function is then called when the ticker_job is processing the
request.
By returning true in this callback, iteration stops and normal operation
callback is invoked. If the match function returns false, node iteration
continues. This reduces the number of ticker_job executions for node
iteration.

Added config BT_TICKER_SLOT_AGNOSTIC which configures the ticker in
a "slot agnostic" mode, in which no collision resolving or slot
reservation is possible or used. In this mode, the ticker acts as a
simple timer.

Updated ticker implementation to return lazy value for a
ticker when enumerating active tickers with time
reservations.
This is required to find offsets and to use the lazy value
to correctly calculate event and payload counter values that
needs to be filled into SyncInfo and BigInfo structures.

Move the ticker job_guard reset to after
ticker_job_compare_update, so that the ticks_current and
ticks_slot_previous are updated before ticker_worker gets
to execute. Without this fix, there is a possibility that
ticker_worker will use incorrect ticks_slot_previous and
ticks_current value under race conditions.

Fix ticker job to defer itself to avoid recursive
invocation to itself due to ticker interface calls from
inside the ticker operation callbacks.
The recursive use was exposed when using ticker stop
operation callback of stopping an auxiliary PDU to stop
the primary PDU scheduling as part of generation of
Advertising Terminate event.

Under CONFIG_BT_TICKER_EXT configuration, the ticker interface has been
extended to support enabling/disabling must-expire scheduling. This
means that conn and slave ticker start calls can now omit must-expire
default-on configuration, relying on LLL updating the mode as needed.

In the case where a BLE connection ticker node collides and does not
trigger a callback to ULL, and at the same time the same node receives a
ticker update request, the update causes the node to be scheduled for
execution a second time. This has the consequence of event_counter going
out of sync, and BLE connection is ultimately lost.
The solution is to mark collsions and re-scheduled nodes as expired, and
use the increased lazy count to identify its state instead of req/ack.

Prevent redundant collision resolves and potential incorrect and harmful
increment of lazy_current.
During collision scenarios with high CPU load, the ticker_worker may be
called a second time before the ticker_job gets to run. This will cause
ticker operations on the previosly expired node (expected), and in some
cases increment lazy_current, even though the node was not sceduled to
execute via the req/ack mechanism.
By moving the request check before collision resolve, CPU time is saved,
and lazy_current will not incorrectly be incremented if node is in
collision.
The problem may be seen as a connection suddenly not receiving packets,
or MIC error on master, because the event counter goes out of sync.

Fix missing recalculation of skip value of the ticker being
inserted into ordered list, when it collides and is being
attempted to be inserted at next periodic interval.
This fix is for ticker compatibility mode which is used as
default for nRF51 series.

Fix ticker to correctly generate the operation callback if
single-shot ticker fails to be scheduled and does not
expire.
As the collision resolution is deferred to the worker, if
a single-shot ticker is cancelled, then appropriately call
the operation callback with failure status. This is allow
the user to take necessary actions, like release resources
allocated that need to be release on the failure to schedule
the single-shot ticker expiry.

Update the ticks_current value on last stopped ticker
instance, so that when a new ticker instance is started
the anchor ticks calculation uses the correct current tick
with respect to supplied anchor ticks.

As a part of a ticker extension interface, it is now possible to specify
a slot_window when starting a ticker. When setting the
ticks_slot_window to a non-zero value, it is requested that the node
timeout is re-located to a position within the window, where the node
does not collide with other nodes - aligning to the end of the window.
The solution takes into consideration if a node has already been
updated with drift correction (e.g. ADV randomization), subtracting this
from the window.

Fix ticker previous slot value with elapsed ticks value from
the time stopped ticker has expired. When a ticker is
stopped, if it was in its reserved time space, then the
currently occupied slot (was set to 0) should be the amount
of time that has elapsed in the expired and stopped ticker's
reserved time space and beyond until the stop.
This is required to ensure that any other new ticker does
not get scheduled over the stopped ticker's reserved time
space.

When running a ticker node as "must expire", the node would invoke the
ticker callback even when programmed with latency. As "must expire" is
intended for scheduled events which are skipped due to collision, and as
such expected by LLL, purposefully skipped events should not generate
"must expire" callbacks.

Changed ticker behavior to resolve conflicts in ticker_worker instead of
in ticker_job. This allows better real-time slot allocation, as well as
allowing callbacks even if ticker node doesn't get air-time (for audio
stream housekeeping). A priority property now also allows prioritizing
one ticker node over others.
Compatibility mode enables lagacy ticker behavior if needed.

There are issues using lowercase min and max macros when compiling a C++
application with a third-party toolchain such as GNU ARM Embedded when
using some STL headers i.e. <chrono>.
This is because there are actual C++ functions called min and max
defined in some of the STL headers and these macros interfere with them.
By changing the macros to UPPERCASE, which is consistent with almost all
other pre-processor macros this naming conflict is avoided.
All files that use these macros have been updated.

Use fixed-width type instead of enum for field op in struct

Preparation to introduce the Upper Link Layer (ULL) and
Lower Link Layer (LLL) split architecture.
- Move SoC dependent HAL to vendor specific folder.
- Preparation to split data structures into ULL and LLL
types.
- Added more role and state conditional compilations.
- Added some work-in-progress implementation of advertising
extensions, will be used as inspiration in the new split
architecture work.
